Document Notes: An important discussion of Magic and the attack on Pearl Harbor. Lowman also discusses the organization of signal intelligence at Pearl Harbor. None of the messages were sent to the Army and Navy commanders at Pearl Harbor. Fourteen of them were received before the attack but not translated until afterwards. Having critical information is not enough. The right people at the right time must have it.
